My township is putting in a public water system which I opposed. They are proposing to run the water lines in front of my property and are wanting me to sign a document granting them a perpetual 20 foot easement to maintain the lines.

I was told that a local sealer company needs to run a rain drainage pipe through my property so that their business isn’t flooded with water. I was asked by a family member on behalf of the sealer co. and the township supervisor. The company didn’t even ask me themselves.
If I have an existing pond on my property that I will partially fill in, then enlarge on the opposite end, am I required to get approval from the Homeowner’s Association?
My HOA’s attorney sent me a registered letter stating my fence was installed without prior approval. My fence was installed by Danielle Fence company and I do have a copy of the HOA approval to install fence.
Can my condo association threaten to fine me for the my garage not being organized and able to put a car in it?
