Is it Wrongful Conduct for My Mother to Fail to File My Father’s Will?

My father had a Last Will and Testament but my mother did not file it for probate after his death in 1999. This was not ignorance of the law on my mother’s part, but rather greed. Does Daughter Have Rights to the Estate of Her Father, Who She Never Met?

What rights do I have to my dad’s estate? I never met him and he was a police officer who died in 2004. He was married to a second wife and had a son from that marriage.
