Can I Force My Landlord to Black Top My Gravel Driveway if He Promised it Would Be Done When I Moved in?

I have a question about the paving of roads. I live in Kentucky, and I live in a triplex. In fact I live on a street made up of duplex’s and triplex’s. The road I live on is black top, and all driveways leading to the road are black top. Except mine. Its gravel. There is access to the gravel driveway for the six (including mine) apartments. Landlord is Claiming I Caused Bedbug Infestation; I Disagree

My lease ended June 30 and on July 4 I received an email from my former landlord stating that I had caused a bedbug infestation in the apartment above and that I would be responsible to pay the 000 exterminator bill. I was not aware there were bedbugs in my apartment. (There had been a roach problem which was present before I moved into the unit). I had lived in the unit since Sept 2010 and the new tenants living in the unit above me moved into the building in April/May of this year. I asked how they knew it was my apartment that caused the bedbugs and not another unit. Can Fire Department Charge Village Higher Rent, Despite a Lease Saying Otherwise?

I am a member of a volunteer fire company within a village in New York. We are a part of a fire department that has two fire companies. The members of our fire company purchased our fire house for some time now. So our members own and maintain our fire house as well as the property. The other fire company of the department had our village build them a new fire house which the village owns and maintains. Since we own our fire house the village pays us rent for where the fire trucks and other fire equipment that the village owns is kept. This is because an agreement of a lease was signed a long time ago by members of our company and the village. I live in Arizona and have gotten bed bugs 4 times now from the people that live below me. Told management about it all 4 times they said they were making this family move because they keep bring things in from the dumpster area well they still live here. I have been renting to own a home for the past year and a half. The home owners got divorced and the husband started hinting about the wife wanting out of the home loan and put a few hints out about wanting us to just buy out the house.
