There is a deeded right of way that states the ROW measures 60 feet by 200 feet. The abutting property owner has taken possession of about half of it to construct a driveway, planted trees and a lawn.
Over 20 years ago, I built a fence on a boundary line that separates my yard from the yard adjacent to mine. No one had purchased that particular property when I built the fence and I had HOA approval.

My next door neighbor cut down one of my pine trees. I planted several of these trees 23 years ago as a border. The town owns the property next door and it is rented out to Section 8 tenants.
I believe my neighbor broke my original drain tile when he installed a fence on our properly line. This was about 5 years ago but I just discovered that my flooding issue, which started when he put up his fence, is probably a result of breakage that occurred when he dug the holes for his new fence.
