Who is responsible for damage to my walkway, driveway, garage floor and possibly the house foundation by a tree on my property put there over 50 years ago by the developer? Can the county be held responsible?

In general, the owner of the tree is responsible for damage caused by it. Which, of course, raises the question who owns the tree? Again, in general, things like trees come with the land, so if you can figure out who owns the land where the tree is, you probably know who owns the tree.
