My neighbor has a small easement on my land; can I stop him from cutting the flowers on the easement which are actually beneficial to the field septic lines?

 Tough question.  It depends on the exact nature of the easement, and whether the flowers (at least arguably) in some way interfere with the intended use of the easement.  This is the sort of thing that cries out for a compromise with your neighbor.
