I live at the end of private road. Are people living at beginning of the private road allowed access to all of the private road beyond their property?
It depends. A private road is based on an agreement between the property owners (or, more likely, the developer who created it), so the terms of that agreement should tell you whether people at the beginning of the road have access (and a share of the costs) farther down.
