My neighbor won’t allow me access to her roof to fix mine and the way the properties have settled I have to use her roof to fix mine. What can I do?

I’m having trouble picturing how properties could possibly settle in such a way that you need to walk over one roof to repair another. Since you mentioned the settlement, I assume that this wasn’t the case when the buildings were built (that is, you could have repaired your roof without your neighbor’s help at some point in the past). The most obvious solution, then, is to reverse the settlement, most likely by jacking up one side of the house.
