For legal advice in your state and your situation you should consult with an attorney in your state who is familiar with the rules and laws in your state.

“My HOA is responsible for any repairs or problems with the exterior of my townhome. For almost 3 years now I have been trying to get them to make repairs to my townhome so that moisture will not continue to come into my basement each time it rains or snows, what can I do since they have not done anything? I have gotten an attorney involved and sent a letter to the HOA company and also made a couple of calls to the company. They told the attorney on the phone that someone would be coming to my home in a few days. They sent out a tech 10 business days later just to bid for the repairs and that was 3 weeks ago. No action since.”
Sounds like your attorney should keep bugging them until they get off their duffs and do what they’re supposed to.
