“If a ticket was issued stating that you went thru a red light but it is on video that you were stopped before that – do you have any recourse?”

Question: You should be able to show up at the scheduled hearing date (or request a hearing date, if there isn’t one), and contest the ticket. Be sure to bring a copy of the video with you.
