Can I File For Retroactive Child Support?

I have a child support order to pay my ex-wife 25.00/week. The order was made at the time of our divorce in 1992. We had shared legal custody of our daughter with my ex-wife having physical custody of her. About 7 years ago I was given a court order to pay child support. I was hit with 100% of paying the support because the child’s mom was not working. She has since remarried and moved out-of-state with her husband who works full-time.
In calculating child support, if the custodial parent is remarried and her spouse is covering her and my child on his medical insurance policy, can she calculate that into the cost of insurance since she is not the one carrying it but her spouse?
